Arsenal have a strict financial budget.
Just because they missed on Morgan Rogers doesn't means they shift that money onto the offer for Bruno.
They have a strict ceiling for him and if they cannot get him within that financial ceiling they will walk away and explore other targets.

The trouble is that budget was set before the ridiculous Anderson fee and it's clearly inflated the market, Arsenal must adjust accordingly.
Surely, after the success of last season, this summer of all summers, we can afford to be a bit extravagant, not careless, but just a tad more 'flash' with the cash?
