i am worried if wenger goes upstairs, and a new manager comes in, will he have 100% control of who he buys and as much money as he wants. or will wenger have a say, if he does he might as well stay. wenger out 100% now.

Seriously, Wenger's control over spending shouldn't be a significant concern to us. He's produced a fair few good squads over the years and has had quite a few very shrewd purchases in those squads.
Most of the problems that bother us, like not showing up for the big games, sleepwalking into the first half of games or even significant injuries to key players, might well stop bothering us if he moved upstairs.
